Lebanon needs a plan to properly dispose of the debris of war
Published on March 19, 2025, by Najat A Saliba, Rachad Rafeh, and Choucri Haddad in The National, emphasizes the urgent need for Lebanon to develop a coordinated, environmentally sound strategy for managing war-related rubble and debris. The authors highlight that improper handling of such debris poses significant long-term health and environmental risks, advocating for a national debris management plan rooted in transparency, civic participation, and adherence to environmental laws.

COP28: Overcoming colonialism to ensure just transitions in MENA
Published on December 19, 2023, this article by Elias Ghorra examines climate justice challenges in the MENA region, using Lebanon as a case study to highlight the interconnectedness of environmental degradation and socio-economic crises. It discusses SEID's role in mobilizing community-driven environmental solutions in the absence of strong governmental responses. The article focuses on key paradigm shifts proposed at COP28, including the energy transition, transforming climate finance, and placing nature and livelihoods at the heart of climate action.
Each of these publications demonstrates SEID’s commitment to fostering informed policy discussions and driving meaningful environmental reforms. By combining scientific, legal, financial, and governance perspectives, SEID’s research provides comprehensive, actionable insights to promote sustainable environmental governance in Lebanon.
Developed as part of the Tahawor Project, the WWTP White Paper addresses Lebanon’s significant wastewater treatment challenges, where only 5% of the country’s wastewater is treated. SEID’s research highlights the need for the rehabilitation of key wastewater treatment plants and the transfer of their management from municipalities to National Water Establishments to enhance governance and efficiency. This publication reflects the consensus reached during roundtable discussions involving Members of Parliament, sector experts, and civil society organizations, with positions and recommendations approved by all participants.

Solid Waste Management (SWM) Position Paper
Also produced under the Tahawor Project, the SWM Position Paper critiques Lebanon’s 2018 Solid Waste Management Law. SEID’s research reveals gaps in governance and calls for a shift toward sustainable waste management practices, such as recycling and composting, to reduce reliance on landfills. This paper encapsulates the consensus achieved during roundtable discussions, with all parties present endorsing the proposed reforms. It emphasizes the need for legislative amendments to improve solid waste governance and promote sustainability.
